1 cup light brown sugar
1/2 cup granulated sugar
1 3/4 cups all-purpose flour
1 tsp baking powder
1/4 tsp salt
2 tsp pure vanilla extract
1 can (14 oz) sweetened condensed milk

Instructions
Preheat oven to 350°F (175°C) and line an 8×8-inch baking pan with parchment paper.
In a large bowl, cream together the softened butter, brown sugar, and granulated sugar until light and fluffy (3-4 minutes).
Gradually add flour, baking powder, and salt; mix until just combined.
Press half of the dough into the bottom of the prepared pan.
In a saucepan over low heat, melt sweetened condensed milk with remaining brown sugar until smooth (about 5 minutes).
Pour caramel over the base layer and crumble the remaining dough on top. Sprinkle generously with sea salt.
